You can select the piece and then use the up arrow (to move to the top of the
stack) or the down arrow key (bottom of the stack). Note that you should still
be able to grab individual pieces and place them within an expanded stack
whether or not the map has a grid or not, I'm not sure why it's not working for
you. What module are you trying this with? Perhaps that particular module has
the "does not stack" trait applied to some/all the pieces?
