Since you are already using ADO/OLEDB then the learning curve in switching
to MSDE is smaller than you might think.  Sure, MSDE has some features (like
stored procedures) that aren't in Access but there is no rule that says you
need to use them.  And you can still use access to prototype queries, if
you're more comfortable with it.

Is your server being used for other tasks (eg a mail server) that might be
flushing the file cache between database requests?
