Thank you very much for your help and suggestions. I think I resolved the
problem.

When I tried to restart the network services on the guest (sudo
/etc/init.d/networking restart) I received the following error:

Cannot find device "eth0"
Failed to bring up eth0.

The ifconfig command revealed an eth1 network interface but no "eth0"
interface. However, the contents of the network interfaces file
(/etc/network/interfaces) contained the following:

# The primary network interface
auto eth0
iface eth0 inet dhcp

Replacing "eth0" with "eth1" in this file and then restarting network
services seems to have fixed the problem.

I know very little about networking or about packer, but I would have that
the automated installer would correctly configure the network interfaces on
the guest. I don't suppose you have any idea as to why or how this might
have happened?
