Depends on the guest OS... I also suggest you ask the packer devs...

In Fedora land, "eth0" "eth1" is deprecated if you use the default
(biosdevname), and replaced with the much more meaningless "em16" "em17..."
(at least on my system, running over real hardware -not virtualized-)...
