 The Leases are in effect as most the the land along the Guadalaupe River is probally privately owned... It's Texas!!!!  I've been to the Gaudalaupe River once... In the town of Kerrville. I wasn't fishing the river, just looking it over while eating at the Sonics in town...

 As to Salmon river leases...actually a very good practice. Limited rods on a river, a set amount of anglers per day. You are supposed to "kill" the salmon you catch. But since it isn't opened up to every tom,dick & Harry to fish the Salmon populations remain relatively stable. Here in the States some waters are starting to be managed for limited "rods" per "Beat" per day... Private waters are popping up all around the western states, you do have to pay to go fishing on the properties... But as many anglers are finding out, the Fishing usually is a great deal better then the local "public" waters.. The FLYSHOP in Redding California books anglers for a number of Northern California Private Waters... From what i've heard from fellow anglers who have visted these Private waters...it's well worth it. Here in So Cal, I only know of the Tejon Ranch lakes... about an hour north of my house off Interstate 5 ...float tube 2 different lakes & catch Bass and Panfish until your arm falls off....60 Bass days not un-common. Price for a day???.....$85. I've done it twice, well worth the bucks dished out...

 I can see your view towards "Lease Waters" & "Private Waters", but they have come of Age. ANd in an over populated world, they are security devices to insure quality fishing. Somewhat elitist but oh well.....
