'fencs' is used when reading the help: for instance, on my system (which 
has +gui_gtk2 +multi_byte encoding=utf-8 
fileencodings=ucs-bom,utf-8,default,latin1) hitting F1 loads help.txt 
then ":setl fenc?" answers "  fileencoding=utf-8".

Among the runtime files, as I said earlier, options.txt, arabic.txt and 
hebrew.txt are already in UTF-8; the others (except farsi.txt) are 
compatible with UTF-8. However in vi (the minimal Vim by Bram Moolenaar 
et al.) ":setl fenc?" replies "E519: Option not supported: fenc?" so 
forcing all help to UTF-8 might be going too far at present.
