I don't see any problem with having the UTF-8 version only. For people
with systems with monobyte encodings, latin-3 is needed for Esperanto
and I would bet that people using tutor.eo and monobyte encodings will
have latin-3 as the default encoding. The chances of anyone needing
tutor.eo and not having latin-3 as encoding are pretty low in my
opinion, so a latin-3 tutor.eo looks like a very good idea.

Since the UTF-8 version seems to be newer, I propose that the latin-3
version is generated from it. With vimdiff I don't see a lot of changes,
anyway.
