I came into this conversation late. Did anyone ask these standard questions:

What OS are you using?
If you're using Linux, what distribution?
What terminal emulator are you using?
Are you accessing Vim remotely?

Does the problem exist if you start without any customizations, but in nocompatible (Vim, not vi) mode?:
vim -u NONE -N
