Apple puts out lots of beta versions of an OS before they release it. You get them either by being on the beta team or downloading them from torrents. Even if you don't get them, the tech sites still talk about them. Don't guess you read that stuff. I do. Apple talked and talked about VoiceOver for every release, now they release, and nothing is in there except more Braille display drivers, which take practically no work to creat. I don't know who's responsibility it is to track/log VoiceOver changes, but my impression is that either such people are performing their job below any level of reasonable acceptability, or else Apple has decided that we don't need to know what goes on with the screen reader, at all.
