The way to do it rather nasty, because the more you do it, the more you
destroy the drive.

The procedure: place the hard drive down on a flat, open surface. This
could be a table or a floor.
Next, grip the hard drive on the sides with both of your hands. Now, jerk
the hard drive in a clockwise rotation, making sure to keep it flat on the
surface.
Do this several times. What you are trying to do is unstick whatever is
stuck so that the motor can spin up the platters on its own.

If you've done this properly, and the hard drive is not past the breaking
point, then the next time that you apply power to the drive, it should
start up and be usable. Be warned, though: this most certainly does break
the drive a little each time you do it. It's like drugs: you'll have to do
it more and more until finally it doesn't work at all and you're dead.
