Thanks for the cleaning link.
Doesn't look like I need it right now for this SE.
Turns out the MicroMac INIT 2.2.1 related to the GemStart 16MHz Mercury from
Total Systems is causing the problem (probably the init and the board
itself).  Turned off the INIT in the control panel, rebooted, and it formats
floppies in both drives just fine.

An interesting little bit of conflict...
Interferes with the format function but not the read/write function -
hmmmmm.
