TMS 4461-15NL sounds like a Texas Instruments memory chip. 4461 would be the memory size / configuration and -15 makes it a 150 nS part. This is just from me having seen lots of memory chips over the years, not from looking it up or anything.
A search at www.ti.com shows only a reference to an obsolete milspec version.
