looks like it just needs to be re-capped to me... you can see the rotted pads right at the SMD caps.
I'v found chips (I/C's) are very robust. With vintage computer stuff is almost always caps or rotted VIA's or Rotted Traces. there are some instances of the SE/30 SCSI chip going bad, but even that is pretty rare, most of the time that cap goo had rotted something out.
