I've had some time to mess with the IIci again. I found one bad solder joint on 
C13 I believe which I repaired. All the other traces look and test fine to me 
unless I've missed something. I have checked against a schematic I previously 
posted of the power-on circuit. 

I now have the ability to press the power key within System 7.5 and call the 
Shut Down dialog, and the Interrupt and Restart keyboard commands work within 
System 7.5. They do not work at other times, such as while the machine is 
booting.

The About This Macintosh box still says "Macintosh" rather than Macintosh IIci.

In summary:
 - The machine powers on from the power switch on the back of the computer and 
the keyboard power key.
 - The machine runs fine and works well.
 - I can press the power key to call up the shut down dialog box within System 
7.5.
 - When I tell the machine to shut down, it does not turn itself off. It brings 
up the "You can now switch off..." dialog as if it were an LC or SE.
 - I have traced all I can find to trace with a multimeter across the 3 ICs 
that control the power state. Everything seems fine.

There is one detail I've failed to mention that I thought was irrelevant but 
maybe it isn't. The Mac will not boot with the cache card as one of the 
capacitors on it is blown. I have not repaired it so I have the cache card 
removed and the PDS slot is unoccupied. The cache card was optional so I doubt 
this is related to the issue I'm having.
