I agree you should try a different cable and, if you were charging with the cable plugged into a laptop try a different USB port or, as Feliciano suggested, try the wall adapter.
I have, however, heard from a friend in Germany that his 5S charges with the cable plugged in either way, but he can only sync if he plugs it in a certain way. If I had been him and if this was consistant across cables, I would have returned the phone since to me this is a defect. Are you using the Apple charging cable, if so it should charge no matter the position. Is this with the wall charger, I would try a hard reset and see if that gets it working.... A hard reset will not erase content or settings, simply refreshes the operating system. Hold the wake sleep button and home button for about 7 seconds to do a hard reset. Try another cable if you have a space, or better yet take it to apple if it is new... position.
