I believe this is carrier dependent, but you might want to check T-Mobile's web site.

I just sent a text to my work phone which is on AT&T and another to my
personal phone which is on Consumer Cellular, from Outlook 2016 on my
Windows 10 computer, but I suspect this will work with other versions

Outlook wouldn’t flag it as not having a subject, then wrote some text
in the body of the Email and hit send.
Poof, I received the text message on my work iPhone.  Then, I did the
same with my personal phone.
Very slick if you don’t want to go and grab your iPhone.
I suspect this works with any cell phone.

A lot of mobile carriers offer you an option to send free SMS messages
from your computer for free. Depending on the carrier, you’ll be able
to send text messages to other users of that carrier’s services, or
even users of other networks. So just go to your carrier’s website,
log into your account, find the option for texting, and send the text
message from your computer.
