Hi Donnie, As Christopher said, your Mom probably was presented with a message asking to accept the terms and conditions for the update and did so without understanding what she did. I have heard this from time to time where people complain something happened automatically and when it really comes down to it it was done because they agreed to something without reading it or reading it and not understanding it. I don't know how old or tech savvy your Mom is, but it is easily possible for somebody older or somebody who is used to saying Yes or I Agree because that is what we usually have to do when we install anything on a computer and so on.
There is no way to turn automatic updates off on the iPhone as far as them downloading to your device. However, the device does has to be plugged in and be connected to WiFi for an iOS update to download. If you always turned off WiFi when the phone is plugged in updates would not download. Alternatively, we typically know when iOS updates are released so just make sure you tell your Mom that day to make sure she doesn't say "I Agree" to any messages. Having said all this, what iPhone does your Mom have? Unless she has a 5S or older and was affected by this bug which caused Apple to pull the update for older devices having updated to iOS 9 should not give her any trouble at all. Once again, Christopher already pointed out that this message is quite normal and all you have to do is to double tap on that message, it doesn't matter what language it is currently in, but you can always wait untilit's in English, the languages cycle around and if you touch the screen from time to time you'll come across the English message of "Slide to set up" soon anough, just double tap and you can finish the steps involved in completing the update.
