The braille display behavior described is one of the very few bugs in iOS 10. 
If you use your display a lot with mail, you may want to hold off until a fix 
is posted. I use a display but more for reading documents, so this was not a 
big deal for me. Also, when going through the messages in a thread, if VO 
doesn't read everything when flicking down through the messages, I will do a 2 
finger plick down to read from the cursor position forward.
