Exactly, I remember many years ago I think it was in the 6S and/or 6S Plus 
Apple had two suppliers of some internal chip and phones which had the one 
manufacturer's chip had I think slightly worse battery life than the other or 
something like that. Anyways, I don't think this makes any significant 
difference, but as for how this bug slipped by Apple is easy, it slipped by 
Apple in the same way as all bugs slip by which is it didn't get fixed before 
the public release of iOS 13. This was certainly reported by those who 
privately or publicly tested iOS 13 and with every iOS release such bugs 
existed sometimes they are worse than other times and why some users seem to 
experience them more than others could be simply based on how their phone is 
set up, maybe it has to do with the speech used. I actually switched back to 
Samantha Enhanced after having used the female US SIRI voice for the last 6 
weeks or so because it occurred to me I should maybe see if I have this issue 
with Samantha. So far I haven't had it, but I also only made and received 3 or 
4 or maybe 5 calls since I switched back to Samantha. But I think everybody who 
posts about this should include what voice they use.

Well, it doesn't really matter whether all iPhones are created equal or not. 
They all carry the Apple logo, and you'll never find anything anywhere from 
Apple that says only some iPhone 11's are supported and others are not. This 
may make it more difficult for Apple to track down the root cause, but the 
burden is still on Apple to ensure their software works on all supported 
devices.
