It is really a feature of iOS rather than an app. It takes a video screen shot so you can show someone, a developer, Apple Support, etc., what is happening when using VoiceOver in a given situation. I do not know what the limit of items on the control center, but perhaps you have to move one out of the control center to insert screen recording. Might be a good time to call Apple accessibility....

ON this screen you will find all the things that are already in the Control Center under the heading, Included Controls. Turn the rotor to headings and flick down, to the More Controls Heading. Flick right with one finger until you hear Insert Screen Recording, and double tap. After that you can access screen recording by bringing up the control center and following the previous instructions. You will notice that there is a Reorder button next to the things on the control center. If you do a double tap and hold and keep your finger on a reorder button then after you hear the tones, you can slide that button up or down in the list.
