I can confirm Richard's findings with my Exchange and two Outlook accounts. If I exit Mail with a message open I am returned to that message when I open Mail again even if I remove Mail from the app switcher. If I exit the message and go back to the Inbox before exiting Mail then I an returned to the Inbox and the message list. It is not usually my practice to exit the Mail app with a message open so I probably would have never noticed this, the only time I may do this is if I go to another app but want to go back to Mail and refer back to a message for some piece of information.
