Well. Only I would come up with this one. I transferred my 8Plus to my 13 pro max including e-sim. I had to do it via iCloud. Verified the cell service worked fine. Well the icloud restoration got hosed.. so I stopped the restoration. Signed out of icloud and reset phone back to factory default. I connected to Wifi and Bluetooth. Managed to transfer data from 1 phone to the other phone. Problem is no cell service on either device. 6 AT&T tech support reps cannot figure it out. I have no phone at all. Ugg.
