This was going to be my line of argument, but you done such a good job of it, I'll just agree and acknowledge the sense of it. Punative charging on excess is like a licence to print money to them. 10c/mb is cheap, I just installed an app and it was 200mb; but a $/mb on excess is morelikely and can be more. They doi t in £ here of course, but still employ the same mechanisms to bleed the unwary.
