Neat ideas. Given the nature of government agencies, however, we might be on IOS eleventy-seven before they ever got off the ground, much less implemented. I suspect most folks wouldn't be patient with torrents, though, even with the possibly higher numbers of peers and seeds. Sorry, feeling a wee bit cynical right now. Ha.
