I think that is determined by your Email Service Provider. I think you would have to set all outgoing Email's to plain text on their end.
I have never seen a setting in the Mail app for that. Since he doesn't have an iPhone, you can't use the message app on the Touch. But, there are quite a few texting apps out there. I don't know which ones are particularly good with VoiceOver, but I'm sure there must be reviews on Applevis.com that would help.
