I think Rina is talking about the iCloud Control Panel and that she downloaded and installed it on her computer along with iTunes.
Rina, I would use iCloud Control Panel to sync Contacts with Outlook on your computer. This way Contacts will be uploaded to iCloud and both Outlook and your iPhone will sync to that information. Think of the iCloud Control Panel as the connection between the Contacts in your iCloud and Outlook.
