The mute switch will not affect VoiceOver's speech or sounds. Try flipping the switch; it moves from the back of the phone to the front, or vice versa, not up and down. When it is nearer the back of the phone, that is muted, and near the front is un-muted. An easy way to tell is to plug it in; if it makes a noise, it is not muted, but if it is muted it will vibrate twice. I know this might be basic, but in the interest of covering all the bases, did you flip the mute switch? If not, try going to Settings > Sound, and making sure your sound volume is up, and that the ringer is set to vibrate and ringtone.
