Now, just above those two round buttons is a long, thin ridge. This ridge is the mute switch, and it can be pushed either toward the screen, or away from the screen, toward the rear panel of the phone. Take a fingernail or finger pad and gently push it one way or the other. It is probably muted right now, meaning that it should move toward the screen. To be clear, the ridge runs parallel with the side of the phone, and the direction in which it can be moved is perpendicular to that. Put another way, if you were to hold the phone so the volume buttons and mute switch are facing you, the switch can be moved left or right. The mute switch will not affect VoiceOver's speech or sounds. Try flipping the switch; it moves from the back of the phone to the front, or vice versa, not up and down. When it is nearer the back of the phone, that is muted, and near the front is un-muted. An easy way to tell is to plug it in; if it makes a noise, it is not muted, but if it is muted it will vibrate twice.
