I'm not exactly sure what you're saying. I've seen posts to this list
where people have said their 4S's are running sluggishly with IOS 8 and
others who claim it's just fine. The bottom line though is that the 4S
is supported by IOS 8, so it should run just fine, and if it doesn't
then Apple needs to fix it.

I must say that i am not happy at all after the update! The phone is
very slow and apps tend to crash a lot!
Voice over re starts on its own all the time. Am also having a
problem marking mails and moving them to the trash!

You can, there is also a very thorough bug summary on Applevis.
The one bug I would add that is not presently in that article,
is that sometimes answering a call with a two-finger
double-tap after you've been listening to audio will cause
audio to resume rather than answer the call. This can get
pretty messy.
