Well, first at all, i'm not sure why people will upgrade t heir 4s to
ios8. There are some key eatures on ios8 that won't be supported by
iphone 5c and below, and some are quite exclusive to 6 and 6+.
And again, all these support or not supported, for which phones and
which ios, it is not something new. It is the same old same old
arguement from pretty much the first gen of iphone to now.
People constently have problems reported from an old phone upgraded to
the new ios.
It is expected.
Apple does say that ios8 can be install on 4s. But if there is no
slaggishness, then, people won't keep upgrading their phone as the new
ios come out, will they.
Apple do that for a reason, they don't just release a new ios out from
no where, just because they can.

If you want to upgrade, that is your choice. But be prepare for te
slaggishness. And, if you do upgrade for a 4s to ios8, and knowing
very well that there are problems, stop complaining about it either...
