There are plenty of new features in IOS 8 that will be supported on the 4S. There's also no reason that performance improvements can't be made in updates to an application or an operating system. IOS 7 got snappier and snappier with subsequent versions. Finally, Apple supports IOS 8 on the 4s, and along with that support statement comes certain expectations. If IOS 8 didn't perform adequately on the 4S or had a large number of bugs on the 4S or Apple didn't want to address issues with IOS 8 on the 4S then Apple shouldn't have claimed it was supported. Since it is supported on the 4S then 4S users, who choose to upgrade, are free to and should be encouraged to report those problems to Apple. I also don't think talking about those issues on this list is complaining or that fellow list members should tell us what we can or cannot talk about on the list.

Well, first at all, i'm not sure why people will upgrade t heir 4s to
ios8. There are some key eatures on ios8 that won't be supported by
iphone 5c and below, and some are quite exclusive to 6 and 6+.
And again, all these support or not supported, for which phones and
which ios, it is not something new. It is the same old same old
arguement from pretty much the first gen of iphone to now.
People constently have problems reported from an old phone upgraded to
the new ios.
It is expected.
Apple does say that ios8 can be install on 4s. But if there is no
slaggishness, then, people won't keep upgrading their phone as the new
ios come out, will they.
Apple do that for a reason, they don't just release a new ios out from
no where, just because they can.

If you want to upgrade, that is your choice. But be prepare for te
slaggishness. And, if you do upgrade for a 4s to ios8, and knowing
very well that there are problems, stop complaining about it either...

I'm not exactly sure what you're saying. I've seen posts to this list
where people have said their 4S's are running sluggishly with IOS 8 and
others who claim it's just fine. The bottom line though is that the 4S
is supported by IOS 8, so it should run just fine, and if it doesn't
then Apple needs to fix it.

There have been a lot of reports that it might not work on the 4S.

You can, there is also a very thorough bug summary on Applevis.
The one bug I would add that is not presently in that article,
is that sometimes answering a call with a two-finger
double-tap after you've been listening to audio will cause
audio to resume rather than answer the call. This can get
         pretty messy.
