I haven't done a lot of this, but using the Bard app and from there visiting the Bard page, using 8.1, I scrolled the screen to page 2 and then activated the search button and could have entered a search. Using the same technique with more difficulty, I was able to picker button to scroll through the alphabet to scroll through author's names.
Perhaps if there is a site or two which you have been unable to use, you could pass them on so we can work with the same pages. I often train my clients to not always rely on merely swiping since that is just blindly moving across the controls of the screen without a clue as to where things actually are. Now, the Braille bug for example with the status cell causing Voice Over to disappear completely is another huge and annoying bug, but if the person doesn't use a Braille display and they aren't going to change that setting, then upgrading to iOS wouldn't have been a big issue.
