I too am totally blind and have had no trouble in moving apps. I have
experienced the apps in the last row above the dock not being able to
be moved, but I can move apps to other screens or other parts of the
same screen. Moving apps is a bit of a science at times, so if you are
to the point of turning off VoiceOver, perhaps you need more practice
in moving apps around.
