I actually forgot to mention in my last post that you can still delete apps in the row above the dock, you just can't move the apps. In order to delete an app from your phone just double tap and hold on an app in another row so it goes into moving/editing mode. Now find the app you want to delete in bottom row and double tap it, you will then be prompted if you really want to delete the app.

This issue has been around since the very first release of iOS 8 Beta 1 back in June. People with developer accounts such as Jonathan Mosen, Anna, myself and many others have reported it well before iOS 8 was released and I'm sure others have reported it since the official release, but even after 4 official iOS 8 updates the problem persists and I'll go out on a limb here and say that in iOS 8.2 it still exists and Apple has already released the second beta for iOS 8.2. I wouldn't be surprised if the official release of iOS 8.2 was next week, if not I guess it will be in the first couple of weeks of January and the more people write to Apple accessibility about this the better are the chances it might get fixed between now and the official release of 8.2. At this point it's definitely one of the more annoying bugs.
