As much as has been said about that bottom row,  someone did describe a 
means of this, which was meant to work.

It went something like:-

double-tap and hold on a different app entirely, until you're in that edit 
mode; then navigate from that to the offending app instead until that has 
focus,  and you should get an opportunity to delete it then.  Not tried it 
as I didn't want to delete anything just now,  but put it down to a trusted 
source on this list.

All in all, if that works, and the settings/general/useage/manage storage 
options;  there shouldn't be any real issue about getting rid of offending 
apps any more.

Yes, Alan, this is not the problem I believe people were talking about the 
apps in the bottom row that are unmovable due to an IOS bug and you cannot 
delete them either in typical edit mode.
