This is true, if you have the client machine set up for DHCP.

The other option would be to assign a static IP.  Find out what range the
ICS machine uses and use one in the same subnet, perferibly not in the
DHCP scope.   It has been a while since I've used ICS, so I don't remember
if registry hacking is required to get it to use only part of the subnet. 
The "secret" to using a static IP is to set the gateway to the ICS box's
IP.
