The mail has to be downloaded to the client for client filters to work. For dialup users will lots of spam, they will spend time waiting for the download to finish. It's more efficient to deal with spam at the source. Second, many users use Webmail interfaces to access their mailboxes. Third, most of these filters are for Outlook and not everyone uses Outlook or Outlook express.

I wouldn't think individualized spam protection would be a big priority. if
a user really wants that, they can do it at the client level. I suppose
what you'd want at the server level would be a switch to turn off spam
filtering for individual users to let everything come through to their own
filters.
