Let me be clear about this; No, we don't.

First, there is nothing illegal about this.  For example if I want to setup
an RBL list that lists email sites who's administrators name is Gene, there
is nothing illegal about that.  Now, getting people to actually
subscribe/use such a list would probably be a fairly hard proposition.

Second, with no disrespect to Jose.  A lot of spam DOES come to my domains
from South America.  A much higher percentage of spam than or legitimate
mail because my users are North American aren't generally interacting with
South American users on a daily basis.  I can say the same about Asia also.
We don't block entire regions or countries, but we do allow our users to do
so.  However, if I decided today to block all of Brazil on my server, there
is nothing illegal (and nothing someone in Brazil could do about it).  Now
my customers might have a different take, as it would be there mail I would
be blocking, and they might go to another provider who didn't block Brazil.
It's called a free market.

Oh come on, where talking about this guys list
(http://www.blars.org/blars06c.jpg).  How many people do you really think
are using it? :)  I also recommend you read the info on the block list he
has posted there.

For what its worth, he doesn't charge to be removed.  The actual quote is
"If it is found that the entry was a mistake, no charge will be made and the
entire deposit will be refunded".
