I forgot to add, that you can create Secondary Fall Back radius server or VOP Radius server. Then set the IP Address to the IP Address of the New Fall Back Server Address. You can even apply this method if the user that was trying to gain access was not located in the primary servers database.
 
        Also If you commonly locate your Database on the same or other machine Via an ODBC you could even use the same data that you currently use on your primary Radius server. Hope this helps.

The only way I know is to build and license a second machine running radius on it. Then you can build a fail over in your routers for a secondary Radius IP Address. This would take over if the primary radius server failed or was off line for any reason.
