Yes, the good evidence for this assumption have come from the experiments of Arata and the replication of Ahern and Takahashi. These were low power experiments. The active material is special in that there are inclusions of active metal (nickel and palladium) which must be of a known size range when embedded in a larger support particle (zirconia). That range is 2-12 nm. It is achieved in these experiments by spin casting. Ahern was able to get Ames Lab to make this metamaterial. It is not available commercially. Takahashi started out with 40 nm powder and got nothing. When he switched to the spin-cast material after consulting with Ahern, he was finally successful at the smaller inclusion size range.
