Nowhere I can see does it say they should reject them. Perhaps they get so many silly and bad applications from whackoes that they need a form letter! I've seen that jpg of a memo before as evidence that USPO rejects cold fusion and it annoys me. It says no such thing.
How about you show us a strong application for a legitimate and obviously functional device that was rejected and what was done about it?
