That doesn't mean it's polite or good behavior, but usually these characterizations are implicit. And it really is appropriate for scientists to express their opinion that a certain pursuit is highly unlikely to be productive, and likely sustained by wishful thinking, just as it is to recommend other pursuits as inspired and viable.
