Consider yourself lucky!!!
I have gotten up to 6000 with my setup, maybe once or
twice... 90% of the time I am around 3500-4500.
For a week a while ago, I could NOT connect at anything
over 28800!!! I was getting about 2500 most of the time.
The Acer we have, which only has a 28800 baud modem, is
very slow compared to my Amiga and the 56k modem.
Our system at school, which has a 56k connection, runs
at about 6000-66000 almost all the time, with about 20%
of the time having it cut down to 3000.

My buddy George never gets under 4500 with his Pentium system
and its 56k modem. I know, for I have watched it a lot of the
time...

You are lucky. A lot depends on factors not having anything
to do with your system. That is a key consideration!
A year ago, the local phone company tech told me, for what
it was worth, that I would never get even a 52k connection,
which a 56k modem is capable if everything is perfect. I have
a LOT of old farts living in Chilliwack, and the guy said that
all those old rotary dialers they insist on keeping really
screw up modem speed! Seems they make the whole system
"noisy" and affect everyone's speeds... : (((
Maybe someone else has different info, but that was right out
of the guy installing ASDL (or whatever it is called...)
