It depends on the server it is connecting to and how that server replies.
I've done a quick check and have found several sites that result in Voyager
reporting 1.1 connectivity.

HTTP is an application level protocol and consequently neither the TCP/IP
stack or the provider have to explicitely provide support for HTTP/1.1

No. T/TCP is "TCP for Transactions" and has nothing to do with HTTP
directly.
