I hadn't stopped to consider this, in the way that you mention.  Most
of the people I know have internet at home and work, or home only.  I
suppose like any provided service at work, the internet can be abused.

In the case of abusement, I would consider the person stealing "time"
from their work, vice the ISP.  Long since gone are the days of hourly
fees for internet use, so I wouldn't consider using the internet for
personal use "stealing" beyond someone using the internet for personal
reasons on their boss's time.  (Official lunches and breaks are
different)  However, someone sitting on the internet all day at work,
like they have nothing better to do, is stealing time away from their
jobs.  Then again, there are personelle that need the internet
connection to get their jobs done.

I think that as long as it's done in moderation, there is nothing
wrong with using the internet from the workplace.
