Yes, it seems that one of the most difficult concepts of Subversion for previous VSS/PVCS users is that not only does checking out *not* lock the repository, but Subversion keeps absolutely no track of who has "checked out" code. Under the copy-modify-merge model, that doesn't matter until it's time to commit your changes. I don't know how many times my boss has come to me and asked "can we get a list of everyone who has checked out this code?" (Well, I suppose I could start grepping the Apache logs, but I'm not gonna open that can of worms!)
