The release is already on the mirrors, but there are at least two more actions
to take.

First, the VXQuery website must be updated so that the release is easy to
find and download.

Second, a release announcement should be sent to vxquery-dev@incubator,
general@incubator, and announce@apache.

Release announcements should include a brief high-level description of the
project, in addition to a summary of what has changed since the last release.
Additionally, the Incubator requires that the announcement contain the
incubation disclaimer.  Links should be provided to the VXQuery download page
-- not the master mirror at www.apache.org/dist.

Announcements should be sent from an @apache.org
address (I believe this is required for announce@apache).  Following
convention, the subject header for this release would be something like
"[ANNOUNCE] Apache VXQuery 0.2-incubating released".

Releases are advertising -- an opportunity to engage with users and potential
developers.  It is important to take every advantage of them.

Note that it is important to wait 24 hours after the release hits the master
mirror at www.apache.org/dist/ to send out announcements in order for the
artifacts to propagate to the all mirrors.  For this release, those 24 hours
have already elapsed, so we're free and clear as soon as suitable announcement
text is drawn up.
