You might want to check that,...
If you have a look at the Apple info on this page for the iPhone:-
<http://www.apple.com/iphone/buy/>

Down the bottom,...
---quote---
*Transferring your mobile number will terminate your service with your
existing provider when you complete your purchase at the Apple Retail Store.
Termination fees and other charges may apply. Billing and changes to your
account will not commence until you complete your purchase and activate the
iPhone 3G at the store. New two-year contract required. Qualified customers
only; credit check required; must be 18 or older. Visit www.wireless.att.com
to check AT&T network coverage in your area. Corporate Responsibility Users
(CRUs) and new Individual Responsibility Users (IRUs) who wish to purchase
or upgrade to iPhone 3G should contact AT&T directly. iPhone is only for use
on AT&T¹s network.
---end quote---

Unless it's been changed, that was always the case, as Martin mentioned. You
have to buy it on plan, for 2 years. Infact you have to do all the sign up
before they even give you the phone.
Would be strange if they've changed it and not changed the website.
I could be wrong though,...but would just be strange otherwise,....

Kind Regards
Daniel
