What I found when I had this problem was that it was a pop-up blocker -- I just didn't realize it was there. It was on the google toolbar. I had turned off the pop-up blocker that I knew about but was still not seeing the new tab when I clicked the text. (I also saw a fast response time, like it was successful). Not sure exactly what made me look at the toolbar, but I did and then I saw another pop-up blocker that I didn't realize was there. Once I fixed that, the new page was in a new tab. What was funny was that this one particular link had a problem but no others did...
