Its free to DL and use, but I agree that I'd love for it to be fully

Considering that WO is freely redistributable as part of a WO application,

Not a lawyer either (but somedays wishing I had done that instead of computer science...) I though the license was pretty clear that this redistribution was only allowed to run the application. Extracting WO from the Application, or using it for anything else is contrary to the terms of the license. I lack the will to read through it again. I recall Pierre confirming this again recently.

all someone needs to do is make HelloWorld.woa and deploy it with an installer package that includes all the WO frameworks. Monitor and WOTaskd are provided as Developer examples in Leopard, so they could be built as part of it also. At least then all of this stupid legal funny-business would be over with. There could just be a link to installer packages of HelloWorld.woa for each platform and we could point people to it.

And they would then be clearly in violation of the license terms. I think even the most relaxed lawyers would have fits over that. I suspect that if Apple caught wind of this, that they WOULD take action.

My own, informed albeit ignorant and worthless legal opinion.
